Below are Robert Steele’s study notes from the 2015 iteration. He is a provisional D Skipper (less Celestial) from 1988, and participated in the more recent iterations in 2010 and 2015. What is needed that this new program will develop is a series of concise ably illustrated handbooks (think Boy Scout Merit Badge guidebooks) accompanied by seven minute YouTube videos for each skill in practice. This is not something the USNA OSTS leadership wanted to consider, one motivation for this non-profit program — commercial training options are too expensive and also do not provide knowledge in this form. All of this training would be free to the public and result in a modest but useful elevation of skills across the casual offshore community.
